Set your Stratagems button to «press». 
Choose Arrows for stratagems in Options. 

I use it like this, example:
Setting macros for this buttons with modificator, in my case it`s Ctrl+

«1» - support weapon
«2» - back pack
«3» - 1st stratagem
«4» - 2nd stratagem

And mouse wheel for - Reinfoce
